I doubt many come back, unless they change the system drastically AND move the pvp server to europe again physically.
Also especially when it comes to the older pvpers, funcom as company lost ALL credibility...so why spent money on them unless they make the change and policy believeable?
Also i am not sure, it would be a good thing, if certain people come back unless they rework the system.
