"Expanded Sidestep" that is on Prowess side requires Mastery points and "Empowered Momentum" requires Prowess points (it is on Mastery side). I've checked- its only on barbarian, not on any other class.

You sure it doesn't happen on other classes? I always found it odd but don't remember it being different on other classes.
It's only bugged for barbs and been so since 2010.
I'm sure they're getting right on it. :-P
