Action Buttons 11, 12, 13

Hi, all.

In the controls I see the keys Q, V, and E are bound to Action Button 11, 12, and 13 respectively but my hot bar only shows Action Buttons 1 to 10. How do access Action Buttons 11, 12 and 13? I've scoured the options but I can't find any option that will display those Buttons to allow me to bind abilities to them.

Maybe by pressing "ALT"? I am not sure. I use a custom UI to see all of the action bars on the screen, which are easily configrable in the options.
