How big is to-hit? Obviously if you miss thats a large chunk of DPS thats gone. I've heard that it's pretty much an ignorable stat? How big is like 60 some to-hit off your total to-hit number? Thanks for any input.

It should not be ignored, but you are sort of forced to put it down the list as other stats take priority.
If you are raiding T3 or higher you should at least have 10% with S&S, when you come to T4 all gear have hitrating anyways.
With T4 an ideal number to aim for is 17 to 18%. Anything below 15% and it is noticeably painful.
