Thunder or Lightning for leveling?

I decided to roll a ToS, partly inspired by an upcoming D&D 5E campaign.
Which tree is better for leveling?

Lighting til you get stormfield. Been so long but i think thats around lvl 30. You do lighting to buff your lighting strike and static charge spells. Then once you get stormfield you will go into thunder. Probably around 60 or so you will have to do a full respec into a proper aoe spec. Youll end up a heavy thunder/lightning hybrid with nothing in general.
