I hope this gets the attention of a dev or something and will be put on a list of "things to do" at least. I can't even call this a "nerf," it's more of a "fix" because I can't imagine when this +50% damage mitigation ability that increases hate was implemented, it was intended to occasionally do 3k-4k instant retributive damage in PvP.
Yes, you can work around it if the Guardian doesn't use it mid-combo like a boss. But on a 1m 45s cooldown, a 6s to 60s +50 damage deflection bubble is already way better than most classes gold perks without instantly raping Sins, Demos and Carnage Conqs that don't immediately see the buff and start white hitting for 6-10 seconds to remove it safely. It's just really silly seeing people defend it. It's an imbalanced ability, that's really all I can say.
And it's not like Guardians need an imbalanced ability

But yeah I see this as a fix and not a nerf. Really, has anyone seen this behaviour in pve? For me it only deflects 3 hits/spells in pve, and that's enough to aggro lock on me for some time. And because bosses usually attack very slowly the delay between charges is not a problem and it's really like a kind of bubble and gives a great boost to guard's survivability.

It is definitely a super nerf in pve, if 3 adds are hitting you 800dmg each per sec, you can now mitigate 9 hits and generate extreme hate on all adds. If it only proc 3 times you will take 2400 more dmg and will lose aggro 1 or 2 adds. If nerf it the cd of sta should be reduced.
If it needs to be nerfed for pvp why not suggest something that will not affect pve, like reducing the lifetime of unused charges to 5 Seconds or something like that(so 15 after activation it is of no use anymore).
That way you always have the option to just wait for it to expire in pvp and in pve we will be unaffected.
In pve StA is already weak compared to BfC and VoM, we really should not get this ability nerfed even more, then i am more in favor of just making it not work at all in pvp(it is on the pve-side of the tree...).
