Watcher of Watchers:
I guess it was the architect quest reward(?).
600 Duskmetal + 75 Adamant + 15 Dark Steel

Indeed, Watcher of Watchers Megalith is an architect quest reward. If I remember right the quest starts in the guild city. The chain leads to the Iron tower and Xibaluku and finally to the Basilisk in t4.

drops from Arbanus (T3 lower floor, 3rd boss)

As for the Watcher of Watchers, is that a Renown level 10 quest? Anyone know?

It's Renown lvl 19 I believe
