Vital Shock Bugged?

Sometimes I use Vital Shock and see some heal ticks counting, mostly I can't see it doing any healing though.

Works fine. It is not a HoT but a single burst heal.

It's the ToS version of lance of mitra (lol)

There is an hidden short internal cooldown on the mana/stamina/healing part, meaning in large encounters like wb or rf with tos stacking, your Vital shock can do nothing, nada.
