Because he's streaming with a bitrate of max 1100 from what I can see. Increasing it to 2500 should make it way more watchable, 3000 is max on twitch so going near 3000 is not recommended. 2800 should be a good max if you have enough upload ~4mbit ish required to not have a huge impact on other things.

I've also noticed that and today stream will be with better configuration. Stream will be live in about 10 minutes. 8 winning streak from yesterday will be continued... or maybe not
