question on Guild Government

We created a new guild choosing Cimmerian Government but it can only have one leader and one officer (there are 3 of us friends to start) we wanted each to have officer permissions
so questions are
1.) can you change the government type or do we need to disband and create a new government type?
2.) a wiki page says Hyborian Militia government allows for more than one leader and an officer is this still the case?

Finding information on this through google and the forums yielded almost nothing in regards to any type of guide. Your responses are most welcomed.

Iirc in cimmerian government type leader is rank5 (unique) and officer is rank4 . You can promote everyone in your guild to rank4 if you want to . But there can only be 1 leader .
If you want them to be equal to you , just choose harem or Hyb. Mil. And promote said players until they hit the max rank

And yes you just need to click "change government"
