Attilius's Mansion Quests

Good day,

Any idea how to get the quests for Attilius's Mansion? I am done with all quests in commons except for the grave yard and the dungeon quests but nothing for the Mansion.

In particular, I need 'Justice in the District / A Missing Leader' quest.

If you've done all the TC quests, the woman just outside the west gate will give you the quest.

The mansion quests start after finishing the dungeon quest.

Specifically you have to finish the quest to kill Jovus in the Crow's Nest to either do the Daughter's or the Watch's quests to get the Attilus' quests from them.
