World boss question

When fighting the world boss you get a buff like symbol (looks like a dragon head) that counts down from 2 min. Do you need to have this buff to be eligible for the quest to be marked off?
and do you need to have this buff up to be eligible for the box drop?
and why is it that sometimes I can be hitting the boss but not get this buff, eventually I will get it but it sometimes takes a while.
I have noticed that it can disappear even though I have been hitting the boss.

That's the pvp server buff...it means that you will get murder points removed if you kill a lowbie during this event.

It only periodically procs on players hitting the boss, so if you first hit just after it procs, it will take awhile for it to apply on you.
