Is that the dark templar must use a talisman for dps?
Is that a specialization dps with a shield is possible?

You can easily use dps with a shield if you have too low mitigation to play with talisman.

Above would work very nice as high agro tank and also dps if you swap stance.

Keywords are Void of Madness and Decisive Strikes maxed, critical rating as high as you can get, and magic damage accessories with strength/combat rating armor pieces.

Build Shax posted is good for what you're asking, but skip Sacrificial Fury and get Dread Lord. It's a mistake not to have it. You want to spam LL, BfA and Dooming Presence as often as possible. If you have agro asfof combos are very important for turning shields to your favor so you can tap harder.

You can make variations with Devouring Touch, and/or with the more defensive stuff in general. Only 1 point Touch of Death is very good aswell. Unholy Strength isn't the most important thing, so if you don't have any gear at all, some lol build like this would be effective:

Most of all, understand how goad works, use it correctly, switch your stance in time, and you'll be successsful as dpsofftank.

The OP seems to be asking about pure dps, thus mitigation is not a criteria and the answer is yes, for max pure dps, talisman is a must.

Yes, but in a raid/group setting, they really should be tanky. They already do enough dps in tank spec anyway.
