debuffs overlaying target's castbar, how do I fix?

I see everybody but me has the castbar of foes overlaying the debuff icons. I am using the default UI from AoC. I think the only setting I changed was "re-size buff icons" to On. Note: It did not say overlay castbars, however.

Check Show Timer Bars in options.
