According to the new patch notes, characters of all levels can enter white sands, BUT:
Is it pvp enabled(win), or you can just enter at level 80 and kill level 10 mobs(fail)?

I will be posting a suggestion thread in TL to try to get them to go through with making it pvp again. They have a golden opportunity to right the wrongs that were made before them here

Pvp enabled white sands with lvl10 and lvl80? fail...because of bottleneck design and no open world system that works
PvE enabled white sands with lvl10 and lvl80? good for rp, but why only white sands? open up all instances for rp! pve wise...not much change, but since nothing is lost...why fail?
White hands unchained or revisited as lvl40+ scaling version? win for all

i would guess that a world boss will be showing up on white sands and that is why they have opened it up to 80s
Kind of contradicts the "find them hidden spawning somewhere" argument for the world bosses though
Since they can do such things obviously easily now...it would be a really nice move to open up other restricted zones too (maybe in rp sightseeing mode only).
Funcom could just put in a warning sign off the white sands boat for day time escapades, to the effect that: "This area allows player vs player attacks and is open to all levels".
You don't need the white sands quests to get out of tortage, and if Funcom put up some sort of 'pvp enabled for lvl 80s and down' sign where its easy to find for the new players, then if they go in there they were warned that they could be 'ganked'.
They can leave underhalls and acheronian alone, just open up white sands. Especially on a pvp server.
