You can't expect people to help you with limited information and don't bother trying what I listed first or saying its nothing about your hardware.
Anyway try this or send an email to support.
1. Delete the GUI Folder from the Data Directory Folder.
2. Run PatcherSetup.exe from the main folder.
3. Then run the patcher (Launcher program) which came up automatically.
4, Lastly "Repair broken game data" from the option tab of the Game Launcher.

What happens if you try and do full screen and just don't choose a res option?
Clicking on escape will also bring up the menu so when you get to the snowy background with no options, try hitting escape and see if that works.
