Not sure how they could. Unchained minis mean what? That gear and AAs are less of an issue? The balance problem is that PVP levels are not taken in to consideration. I think this would solve that issue somewhat, and I use that term loosely as we will have to see.
However, it does not take in to account a players skill. There is no way funcom can do that, and that's what makes it fun. YOu will know who is good and who isn't early on. Add to that some sort of achievement system, might be fun. Especially if they make some achievement, like a weekly or monthly one about killing some player and changing that players name each week.

People just don't want to invest time in an MMO. A true showing of ADD. I think AOC isn't a game for you if you just want to start out at max levels. You should try star wars, Call of Duty, AION, or any of the other instant gratification games.
While waiting for a proper ladder, they could introduce a new stat based on unchained mini wins and use that in the balancing coding, this way the balancing will become better game by game.
What is needed:
-max one of each class
-max two of each archetype
-nobody gets zoned into the minigame until all chosen players has accepted
-if one side is missing a player, the best suited replacement is used, not the first in line
-unchained mini stat, balanced out down to archetype level(so that one side don't get two high rated healers, while other side gets two high rated soldiers)
-even out based on pvp-level if this does not interfere with unchained mini stat
-cowards shame is increased to 30min
-surrender button, if 4 presses it match is forfeit
