pvp instances with double xp while questing is better then flagging.
entering a zone where you cant escape or taunt people that cant atack you is better; tagging will only lead to rage and neglect of it completly; your in the zone you can be atacked no pussy tag crap.
and before you think of "ask other for duel" tag option like wow, just think of the already ingame arenas, would be better suited for the competitive pvp'ers to have a ranking system working around winning there updated weekly and winner of week gets special symbols near his name, something wich the factions ranks in tsw already have you get diferent symbols by your name tag depending on your rank and even a title underneath your name similar to guild tag.
all of it shouldnt be that hard to recode given its systems already existing insome form in aoc &tsw.
the renown system wich no one realy gives a damn about could be reworked for pvp where top players of each class would get a title and a symbol near their name tag depending on overall winings during week doing pyres+minigame wins+arena wins.
overall this would provide pvp content for solo players.

from the scarce few who came foward to reply this discussion thread, already stands clear so far that propect of getting atacked while doing pve is enticing.
so stands to ask why not have all servers merged and simply rework epic mode to be pvp mode where all quest xp rewards would be doubled?
also like vehl sugested why not make certain open world cities be capturable for guilds to conquest anf fight for control in open world.

the undenyable truth is pvp servers are empty simple because there is no open world pvp objectives, and bori is farse wich provided max pvp gain for doing tradeskill farming.
sieges are scarce and barely unexistent.
and the 4 minigames wich you cant even team up with a single friend is only pvp content available.

so why not merge all servers?
have in place pvp instances for the daring&willing and for open world city capturing for small groups to content+guilds.
and why not totaly rework the 3 border kingdoms to be a place for massive pvp chaos wars with no guild tags whatsoever just people bashing their brains out either joining a faction with random assignment for groups to avaoid all zerg possible and even removing groups to balance at all times all 3 sides.
and have solo+duets be allowed in for extra chaos with pyre system+kill 10 people in the zones daily quests.
note:
all of this is possible similar systems already in place in aoc or tsw, and most of all only people wanting to pvp would join so no one who doesnt want to pvp would get harrassed
and keep in mind all of these places should work giving everyone full aa tree enabled+pvpt2 set as an option, not enforcing gear on anyone.
