I'm not new but don't know any other appropriate place to put this but hey whatever, i've been playing since beta and had a noob question.

What does spell penetration do?

mitigates a portion of protection the person or npc has vs magic as far as i can tell

same for armor penetration i would guess

I think better word for it would be "bypass" or "ignore".

Penetration works great with armor wracks: some armor can be debuffed (removed for short time) and the rest can be bypassed via penetration (ignored).
