Actually I had this same thing happen a couple days ago while re-rolling a tortage lowbie for the AA. Completed character creation but then crashed, and on on restart/login it was headless (and male, despite toon being female) like yours is. It went away once I logged back into it and came out again though.

Not sure exactly _why_ this is, but it seems to be on purpose if it can't retrieve the appearance data or something like that. Kind of funny.

this often occurs after server transfer (between live servers or to TL servers), just relog and it should be fine
