Just an idea ...
Played Guild Wars 2 for a while and one of the ways they combated websites that continually spam global chat with gold buying spam , was to let players buy gems that they could exchange in-game for gold. Thus stopping those players that felt the need to buy gold from these gold spammers
Could this idea not be incorporated into the F2P model that AOC now uses ...?

I actually see very little gold spam compared to how it used to be.
