A good idea of what it looks like, at least on female toons, is to looks at the courtesans near the Ardashir traders as they wear it.

On female characters it's a see-through face veil, on male characters it's a blue turban. In Ardashir you can find NPCs of both sexes wearing it.

Probably not. I know they were part of the anniversary event last year for a short time. The outfit you get with the Jewels of Turan upgrade (which I'm assuming you're meaning) gives you Conan's Blademaster set, which was linked by someone on the previous page.
