Kill the placeholder (the mob that stands in the same place where the rare boss would be if it was there) and then wait for something to respawn -- there's about 20% chance that the respawn will be a rare boss (otherwise it's the placeholder again).

Wrists you can get in quests-chain in common district,
boots are crafted, and hands you can get green versions in a quest in thunder river.

The boots are called Marshall boots (medium armor).

howdy gang just spent the better half of 3 hrs farming haunted forest for the wildsoul harness for my barb as vanity chest.
I know as a barb I could not equip medium armour but I was under the impression that vanity slots could equip anything so to my dismay it turns you cant lol.

so the question is does anyone know of a similar chest I can put on my chicky babe barb toon

I believe you can reset onyx and have a ranger check the bosses, like with spawn

too pop the rare bosses you have too kill the "regular" mobs who stands where boss will spawn.
