I don't think it was a failure. A lot of people earned several sets for their main toons for situational battles.

I have 3 different sets for conq for example.

Raid – Temple of Erlik – Adjust the difficulty to match closer to the current T3 raids. Many guilds are skipping this content and jumping right into T4.
