in pve i use it after placing dots, in pvp i only use it if situation is safe enough to use it, it has a long cast.

given i can reliably get instant cast every 14 secs i place dots, blasphemous 8...

if you have any crit from dots running gives you withered, wich you then have a short time window to place pestilencial and do chill+isntant icestrike.

but chiling breath strenght is when you cant...

depends amount of crit rating you have. in pvp i have no issues getting instant cast icestrike reliably around every 14-15 secs, if i use full t4+crit potion its almost every 12 secs.

weird part...

i usualy pvp with around 36% protection i dont get one shoted by any magic user, full t4 poms dont scare me or one shot me at all :).

ill check in to using withered in pvp although i do like...

its fastest dps investment untill you fill up chilling breath.

its very eficient pvp perk and the fear immunity realy is noticeable and huge life saver agains poms range fear, hox's and even dt's...
