You don't understand what you are talking about.

StA is not a 60 second buff. It is a buff that has 3 stacks.
One stack is removed each time you get attacked.

Yes you can do normal mode without the aa's BUT 99% of groups advertising in global are not doing normal mode.

I disagree with the statements saying that a toon with full aa's is OP. Being able to do 5% more dmg with this combo or that doesn't make you OP.
