Could be. Like I said, I may be doing something wrong. I only tried on one of my new toons. I put pts into decisive strikes and I can not do anything with it. I thought that was a passive AA.

How do you figure this? What gap are you talking about?

If I am lvl 79 with zero AA pts I will get ONE when I turn lvl 80.

Isn't this pretty much what they did?

Unless I am doing something wrong, I can put points in the AA but I can not equip them until 80. So I don't understand what the OP is whining about.
