It is still buggged and It only spawns on a fresh instance. However, I've managed to kill him by reseting the instance several times until it spawn.
I did it on Fury but i guess on Crom is almost...

I have the quest to kill the Watch Leader.
I've knocked on the doors to summon the rioters and I helped them killing the watchmen.
Then the City Watch Captain appeared on the quest marked...

I made a petition too and the GM said that the boss is bugged and they will fix it soon. But he didnt say i could get the achievement done with that procedure. Thanks a lot m8. Its very usefull

Since we only get bound to the instance if we kill the the Chief Uruk’Ar boss, i tryed to cover all the instance using track on my ranger at several spots, leave the instance and enter again...

I cleared the instance more than 30 times both in normal and epic and the boss didnt spawn.
Or i'm the most unlucky guy in all world or there's something else that triggers the boss spawn.
Maybe...

I killed him outside Cannibal's cave about 3 hours ago and i haven't got the hunting achievement updated too.
So i guess this boss also spawns inside the cave, and only by killing him there we will...
