I have several people now that can't get into the ring questline despite finishing those 2 quests.

Seems some people can't get "The Void Behind the Veil"...

There's also the prereqs for the final talk with Alanza :D

Finishing "Descent..." is required, but the ring is not the reward for this...

What about Coils? My PoM had to finish it to get "Origin of the Species" from Alanza, my BS got it without ever going to Coils.

Yes, this one is not new, but I'm trying to figure out the prereqs for the new ones. There's either a lot of them or the quest is simply bugging out.

Offhand chance and heal rating are also fine? What class can benefit from BOTH buffs?

There are many gems with completely idiotic combinations of blessings - why would you want offhand+heal rating or hate increase+decrease? It's pure vendor fodder.
