For me, the latency issues seem to have resolved.

It was on Set, and actually it seems to have resolved at this time.

Last night I was kicked from server no less than 6 times in about a half hour period. Experienced latency spikes of 4-8 k.

That is nearly exactly the build I've used. It is a very survivable solo build. (at least it was when I used it) and very fun to play. :)0
