Does F2P player will have a free access to Khitai and Dragon Spine (and their raids [T4, T5 & T6]) after they buy the expansions like Turan (with T3.5 raid) and Vannheim?

What is with offline AA skills for membership characters with level 80. Stay it or this offline system will be removed after new membership system goes life?
