That is the intention. The ToS i watched use similar build and he survive waves of enemyes.

I watched a ToS lvl 80 doing a lot of damage,since Priest of Mitra have similarityes with Tempest of Set,i decided create a similar build as the ToS that helped me to finish the halloween quest.
