Portent relics

Had a great time killing the WB this month but I saw that you could spend the Portent relics at a vendor.

The cloak quest doesn't mention the 12 relics. So do I just need to kill 12 WBs to complete the cloak quest and can go ahead and spend the relics? Or do I need to keep them?

Portent relics have nothing to do with the cape. You get the cape for completing the quest killing 12 world bosses. You spend portent relics on things such as pets.
