you're talking about the Curved Amazon Bow, which however is a lvl 20 weapon. :)

Yes, I've swapped out my starter crossbow a couple of times now. The first one you get is called a 'Red Hand' or 'Guards' crossbow and then later you get a better choice. Tortage is set up so all classes will get basic weapons and upgrades a couple of times as they play through.

Yes, there are crossbows you can get as quest rewards in Tortage.
The earliest one is ( I think ) from a quest from the guard standing in front of the main gate.
