Returning players, need help with specc

I used to play a lot and got a lvl 80 ToS. But since I haven't played sine 2013, I'm totally out of everything regarding speccs, and prowess and all those things. Since to many new spells at once is hard to grasp at once I decided to make a new one, currently lvl 11. What is the best lvling specc? I'm thinking mainly soloing quest with some PVE if I can find groups for it. Not to into PVP, while it might be fun on occation, I mainly want a lvling, PVE specc.

Any tips would be appreciated.
