It should be noted the raids is the main reason people forming guilds
As far as I recall, guilds survived both in the pre-RotGS days (when raid gear wasn't all that great compared to stuff you could obtain from some dungeons such as Xib and IT) and after RotGS launched (when dungeon gear was better than raid gear for pretty much any class except guard). Not saying the balance was optimal then, but what hurt raid guilds a lot more was FC's incredible delay in finishing both T3 and T4.
But in any case, T3.5 and T4 are pugged regularly, so the effect on guilds shouldn't be that pronounced. It would be different if one were to hand out T5 or T6 rewards, but not many people (other than Kellesia) are arguing in favour of that.
T5 and T4 have about the same item budget
and some t6 pieces are just a joke :p
for example:
- demo/necro T6 belt have -2,6 mag dmg, -5 crit dmg rat, -20 hit rating compared with T5;
- T6 rune have -20% healing you can get;
- demo/necro T6 hands have no Constitution/HP.
Especially ill-conceived are the last two points because all T6 encounters requires a high survival. Even in some fights here is the need to change dps gear/AA with gear/AA to survival.
I think also other classes have something to say about the quality of some items.
