Won't happen. Anyone over level 26 can't get there.

Simple change, White Sands use to have the same restriction. But it has been modified, 80s were farming it on epic for awhile there.

May be they modify White Sands just for WB

Pretty sure they had a World Boss popping on Tortage White Sands on testlive. Probably the main reason they opened up the zone to chars over lvl 25. Thus, Tortage newbies should get a chance to see one in action and even possibly get some loot. All they have to do is duck in, aggro boss, get away a safe distance and wait. They just need to be on his aggro list for 60 seconds to get stuff.
