Armor penetration means your physical attacks will penetrate (go through) the enemy's armor, so they will do more damage.
Spell penetration is the same thing but for spells (magic/casters) going through the enemy's protection.
I don't know how the values work, but let's say that having some armor penetration would mean that your attacks will do more damage, as if the enemy had 1 stack of torment debuff.
I did some testing about this few months ago. I was altering my spell penetration value from buffs to always have the same damage values, that way I was able to get very reliable numbers(Spellweave, get crit buff, get inflict maximum damage buff).

Where can we find our armor/spell penetration on stat sheet?
I don't see it, but I'm also using a custom UI which might not pick it up.
Nowhere, you have to add it up yourself from looking what buffs you have running.
It is possible to track it through a flash plugin though, along with other stuff...
The next big question: What base spell damage really is, and how does it work?
