IF you haven't been in game for awhile, the world boss drops t2 weapons and gear and is going on right now. You can likely gear up in the next run if you farm it.
Its a basilisk in chosain and northern grasslands. Just watch and ask in global.
p.s. get the quest from astromancer on the steps of library in OT for a legendary cloak quest (12 months of world bosses)
If you didn't know they made some changes a while ago, you can just do all BRC and get 5 relics guaranteed, with no luck or bribery required (2 from W1/W2 and 1 from W3).
easily obtained kithai blues are better than t2 anyway...
