simple crafting question

I am trying to create my first crafting item. There is an ingredient needed called Basic Wrappings. Never seen them in game before. Are basic wrappings bought or harvested or what?

Bought from the merchant in the resource zone village or if your guilds renown is high enough, at the trader building there (tradeskill supplies).
