Every nation can hold one seat in the council and ever nation is free to join the council as long as there is mutual respect. Even for their sworn true enemies, in Ardashir City all warmongering is put on hold. Any aggression will be punished by removal from the council. The council is there for the minor nations of Hyboria to speak openly concerning all kinds of topics be it from a domestic, trade or political point of view.
