What's up with the T5 Rune Engravings?

Hello Hyboria,

now that I am the proud owner of a Chain of Tartaros necklace as well as the Seal of Deepest Tartaros talisman,
I assumed that would give me the Frozen North blessing, as they both share this Rune Engraving!?

but nothing, no extra buff on me, no extra hate decrease, just nothing... only very few percent better than my former tali for the better stats...

what am I missing?

p.s.
I neither have full T5 gear yet, not do I have the major rune stone, still in need of the Kyllikki kill...

Have you tried taking off both items, and when I mean with taking off you actually have to put both in your bag and not replace them with something else.
